Dog ownership refers to the rearing , training , care, feeding of dogs and the general coexistence with them as pets .

In this form of animal husbandry are under different aspects distinctions made. Depending on the owner, a distinction is made between private and commercial keeping. According to the living conditions for the dog, a distinction is made between housing and free-range housing . There are various estimates of the number of dogs living in Germany. A study on dog ownership carried out at the University of Göttignen in 2006 gives an estimated five million dogs, although Germany is not the country with the highest density of dogs in Europe. About two thirds of the dogs in Germany are pedigree , one third are mixed breeds. In the Consumption and Media Analysis (VuMA) Touchpoints of the Consumption and Media Analysis Working Group for 2019, a sample of the German-speaking population aged 14 and over (70.445 million) on the basis of a total of: 23,086 interviews, 12.6 percent of those surveyed stated having a dog, 2.2 percent said they had two dogs and 0.4 percent said they had three or more dogs. Until about the middle of the 20th century, dogs were mainly used as working dogs , today in German-speaking countries they are mainly kept as family dogs and social partners and at most they only take over the guarding of the house and family. The number of working dogs was estimated to be less than 1 percent in 2006, excluding animals being hunted (guide dogs, rescue dogs, police and protection dogs).

Economic aspects of keeping dogs

Keeping dogs is an important economic factor. According to a Swedish study, the health of dog owners is being improved and, according to an estimate from 2004, statistically it will reduce overall economic health costs in Germany by around 0.875 percent (i.e. by more than 2 billion euros). In Germany, keeping a dog generates an annual turnover (2006) of around 5 billion euros, which means that 50 to 60 dogs have a job. According to the Central Association of Zoological Specialists in Germany , sales for dog food in 2008 were EUR 1.037 billion, 3.5% higher than the previous year, and dog accessories, at EUR 146 million, 4.3% higher than the previous year.

Legal

Keeping dogs is regulated by numerous laws and ordinances. In Germany, private dog ownership is taxable, in contrast to keeping other pets, with the exception of horses ( horse tax); the amount of dog tax is determined by the municipality. The dog tax - like other taxes - is imposed without any claim to any special consideration (e.g. removal of dog excrement on sidewalks by public waste disposal authorities), primarily to cover the financial needs of public bodies. A tax liability is generally linked to a certain taxable event, here keeping a dog.

In addition to the general and unrelated purpose of income (the revenue from the dog tax amounted to € 212 million in 2002), the dog tax also pursues the regulatory purpose of limiting the number of dogs in the municipality.
