The Intergovernmental Authority on Development (IGAD) is a regional organization of states in Northeast Africa with its headquarters in Djibouti . Since 1996, it has been the successor organization to the IGADD ( Intergovernmental Authority on Drought and Development ), which was founded in 1986 as an initiative of the Djiboutian President Hassan Gouled Aptidon . The aim is to support the member states in their development.

The Executive Secretary has been the Ethiopian Dr. Workneh Gebeyehu.

task

The IGAD defines its task as supporting the member states in creating food security and environmental protection, in peacekeeping and humanitarian measures as well as in economic development and integration.

Successes and problems

Membership in supranational organizations
  • The Somalia negotiations in Nairobi were also successfully advanced until a federal transitional government was created, although this government has not yet succeeded in ending the Somali civil war . An IGASOM peace mission should be deployed to support the transitional government with significant participation from the IGAD states . This was sent to the African Union Mission in Somalia and was deployed at the beginning of 2007, but has not reached its original scope.
  • After fighting since mid-December 2013 and thousands of deaths in South Sudan, a ceasefire was agreed on January 23, 2014 between the conflicting parties in the civil war in South Sudan, with the mediation of IGAD .

The peace and security area also includes the regional Conflict Early Warning Center (CEWARN) and a regional project for the prevention of terrorism, both in Addis Ababa , and takes on tasks for the African Union .

In other areas the IGAD has not yet achieved any resounding success. Kenya and Uganda are more focused on the East African Community than the IGAD. The IGAD was also unable to prevent the Eritrea-Ethiopia war from 1998-2000 and to reduce the tensions that still existed between the two countries. Eritrea announced in 2007 that it wanted to suspend its membership in the IGAD because of differences with Ethiopia over Somalia. In 2008, Kenya and Sudan tried unsuccessfully to persuade Eritrea to return to the organization.
