Incumbent local exchange carrier (ILEC; also incumbent LEC ; German: Incumbent operator of local networks ) is the common in the German technical term in the market regulation of telecommunications for already established in a market in market opening telecommunications companies , the exchanges for local networks (Local Exchange) operate .
