The index wage in Luxembourg is a system of legally prescribed, general, continuous adjustments (French: échelle mobile des salaires ) of the wages or salaries and remuneration agreed in the employment contract or collective agreement as well as the statutory pensions to the average increase in the cost of living. The latter are determined by the index commission ( Commission de l'indice ) of the official statistics service Statec ( Institut national de la statistique et des études économiques du Grand-Duché du Luxembourg ) by determining the price development in the country for a fixed basket of goods .

In addition to Luxembourg, a corresponding legal mechanism is also in force in Belgium .

Investigation method

Every month the Statistical Service (STATEC) uses a fixed shopping basket to determine the level of consumer goods prices ( consumer price index ) of an average employee . The shopping cart contains 254 items and 7,312 prices for daily needs.

Every time the consumer price index has risen or fallen by 2.5% on average for the semester, wages and salaries , but also pensions , apprentice allowances, family allowances, guaranteed minimum income, etc., are adjusted by 2.5%.

Statec has determined that this price index exceeded the maturity quota ( la cote d'échéance ) of 753.62 points on average in June 2010 . The new application quota ( la cote d'application de l'échelle mobile des salaires ) of 719.84 points will come into force on July 1, 2010. This means that to compensate for the price increases that have occurred in the meantime, wages, salaries, salaries and pensions will be increased by 2.5%.

Due to the index adjustment that is due, the social minimum wage (SSM = le salaire social minimum ) will also increase to EUR 1,724.81 per month.

In the political dispute

The law on the index wage system is based on a political decision. It can therefore be amended or abolished by the legislature. The debate about an amendment or possible abolition is not only conducted between the individual political parties, but also by the trade unions and business associations, which together with the government in the Tripartite advise on economic and social policy decisions when the occasion arises.

In the spring of 2010, the Tripartite negotiations were broken off without any tangible result. The trade unions OGBL and LCGB are committed to maintaining the index wage unchanged as a tried and tested instrument for securing purchasing power in Luxembourg. The industrial association Union des Entreprises Luxembourgeoises (UEL) complains that the failure of the Tripartite is delaying the exit from the economic crisis and at the same time calls for the application of the index law to be suspended for the next two years in order to support the economic strength of domestic companies.

After the Tripartite negotiations did not materialize in 2011 due to unresolved differences in the demands of trade unions and employers' associations, the government decided not to raise the index until October 2012, which is expected to be due in spring 2012.
