Tripartite

The Tripartite is an economic and socio-political institution in Luxembourg , which is considered to be fundamental to the so-called "Luxembourg model". In a narrower sense, it is a round of economic policy negotiations in which the patronage (“employer”), trade unions and government representatives alike participate in order to create a consensus on the diagnosis of the current economic situation and the prospects for the country's economic development.

The tripartite was first created to deal with the then acute problem of the steel industry, but was then extended to other economic sectors and established permanently. In 2011, however, the round of talks did not take place again due to hardened fronts, above all on the question of index wages .

history

It was created between 1975 and 1985, when overproduction led to a worldwide price drop in the steel industry and a severe economic crisis in the country. This challenge prompted the Luxembourg government to implement several institutional innovations: the introduction of work in the general interest (“ travaux extraordinaires d'intérêt général ” - (TEIG)) in 1975 and the establishment of a “ division anti-crisis ” (DAC) in 1977.

The “social dialogue” is supplemented by “collective agreements” between the parties to the collective bargaining agreement.

Current situation

In the Tripartite round of talks, which was opened in spring 2010, the OGBL union recognized the declared intention of abolishing the “Luxembourg model” in the statements of the patronage associations and threatened a general strike in this case . For the editorialist of the independent weekly newspaper D'Lëtzebuerger Land, the pressure to adapt to the system change comes from Luxembourg's most important export country.

In contrast to the calculations made by the economist Lionel Fontagné and the methodological analysis of Statec regarding the measurability of economic output, especially with regard to services that are particularly relevant for the Luxembourg economy, the Chambre des Salariés in its Econews series has wage policy applicability the productivity calculations, as they were drawn up by the patronage, fundamentally questioned.

For the first time since 1982, the tripartite negotiations failed in 2010 due to the intransigence of the negotiating partners.

Tripartite Commission, Switzerland

In Switzerland, with the free movement of persons, tripartite commissions were introduced at federal and cantonal level. Representatives from authorities, employers and trade unions observe the labor market and monitor compliance with normal employment contracts.
