Innovation fund

The innovation fund is a health policy instrument to promote integrated care and health services research in Germany. It is based on the Statutory Health Insurance Care Strengthening Act passed in 2015 . A fund with an annual volume of EUR 300 million will be launched from 2016 to 2019 . This innovation fund is intended to promote innovative, cross-sectoral forms of care and health care research.

The fund consists of two parts: EUR 225 million is to be distributed annually in order to promote “new forms of care that aim to improve cross-sector care and have sufficient potential to be permanently included in care”. Possible projects should serve, for example (according to the proposal of the federal government ), the expansion of telemedicine , the supply in structurally weak areas, the delegation and substitution of services, the development and expansion of geriatric care or the promotion of drug therapy safety for multimorbid patients. A further EUR 75 million will be made available for health services research projects, for example for evaluating the guidelines of the G-BA.

The focus of the first wave of funding in 2016 was announced at the end of February. In addition, it became known that in addition to the topic-related tenders, an open-topic award will also take place. The official funding announcements are published on the Innovation Fund website and in the Federal Gazette .

The Federal Joint Committee is responsible for the innovation fund . The innovation fund is administered by an innovation committee. The Innovation Committee was constituted on October 15, 2015: As required by law, it includes representatives of the National Association of Statutory Health Insurance Funds , the service providers, the Federal Ministry of Health , the Federal Ministry of Education and Research and the impartial chairman of the G-BA. The Expert Advisory Board was also constituted. It includes people from science and care practice. The expert advisory board is responsible for carrying out brief assessments, on the basis of which the innovation committee then decides on the project applications.

Through a resolution of the Bundestag on November 7, 2019 ("Digital Supply Act"), the Innovation Fund will provide a further 200 million euros annually for the period 2020-24.
