Integration through qualification ( IQ ) is a funding program of the federal government to improve the integration of people with a migration background into the labor market . It comprises around 400 sub-projects across Germany and is financed by the Federal Ministry of Labor and Social Affairs (BMAS) and the European Social Fund (ESF).

Tasks and priorities for action

The work of the “Integration through Qualification” funding program (in short: IQ funding program) is divided into three main areas of action:

Recognition and qualification advice

The advisory structures that IQ has set up to accompany the law to improve the determination and recognition of professional qualifications acquired abroad are being expanded and expanded to include qualification advice . Those seeking advice receive advice on adaptation qualifications or compensatory measures in order to achieve full recognition and then employment that is adequate to their qualifications.

Qualification measures in the context of the Recognition Act

In the second focus, qualification measures for people with foreign qualifications are designed and implemented. These are z. B. Adaptation qualifications for regulated medical and educational professions that close technical gaps or convey the necessary knowledge of German. Or qualifications for academics who still lack technical, methodological or linguistic knowledge to start work. The qualifications pave the way to full recognition of existing qualifications and adequate labor market integration .

Intercultural competence development and other offers

The third focus is the development and further development of intercultural competencies among labor market actors. The addressees are primarily job centers, employment agencies, municipal administrations and small and medium-sized enterprises (SMEs). The aim is to raise awareness of migration-specific issues and to initiate sustainable intercultural opening processes in the organizations and to reduce discrimination .

The regional implementation of the funding program is the central task of the 16 state networks. They are each headed by a country coordinator and include further operational sub-projects. There are a total of around 400 sub-projects across Germany. They offer comprehensive recognition and qualification advice, develop adaptation qualifications and implement them. In addition, they take on service functions for labor market actors by sensitizing them to the specific needs of people with a migration background through information, advice and training and conveying specialist know-how.

In addition to the state networks, there are five specialist units that deal with migration-specific issues nationwide. You will take on the technical advice and support of the state networks. They develop instruments and recommendations for action for the professional integration of people with foreign professional qualifications. In addition, they are responsible for providing expert advice to decision-makers in politics, business and administration. This can include the conception of quality standards, qualifications and training materials or the dissemination of scientific knowledge.

At the federal level, the funding program is organized through the IQ multiplier project Transfer. MUT IQ is implemented by the development company for vocational education mbH (ebb) in Cologne and the central office for further training in the craft eV (ZWH) in Düsseldorf in a cooperation network. MUT IQ supports the cooperation between the actors in the program, promotes the transfer of good practice and ensures that the IQ funding program is presented to the public in an effective manner. Together with the specialist departments, it communicates the results of IQ's work to the ministries, the BA and the specialist public. "Recognition in Germany" is the federal government's multilingual portal for the recognition of foreign professional qualifications. The project works in close cooperation with the IQ funding program.

history

In order to improve the labor market integration of adults with a migration background , the network “Integration through Qualification” (IQ) was founded on January 1, 2005 by the Federal Ministry of Labor and Social Affairs. In the years 2005 to 2007, the focus was on building networks and developing model instruments, recommendations for action as well as advisory and qualification concepts, and from 2008 to 2010 the transfer and dissemination of the model approaches.

On January 1, 2011, the Federal Ministry of Labor and Social Affairs, together with the Federal Ministry of Education and Research and the Federal Employment Agency, initiated the “Integration through Qualification” (IQ) funding program based on this network. From 2011 to 2014, 239 sub-projects throughout Germany worked in the funding program on the common goal of improving the labor market integration of people with a migration background. The focus was on the recognition of foreign professional qualifications; the IQ funding program served, among other things, to support the BQFG.

In the 2015–2018 funding period, the program will be expanded to include the focus on “ESF qualification in the context of the Recognition Act”. It is of central interest that vocational qualifications obtained abroad - regardless of the residence permit - more often lead to an educationally adequate job.

Financing and control

In the first two main areas of action, the program is mainly funded by the European Social Fund (ESF) , co-financed by the Federal Ministry of Labor and Social Affairs (BMAS) . The Federal Ministry of Education and Research (BMBF) and the Federal Employment Agency (BA) are partners in the implementation . The third priority area is financed exclusively from the BMAS.

Publications

The specialist magazine IQ appears three times a year. IQ specifically conveys practical experience from the context of the funding program and takes up current debates on integration policy.

Another publication of the funding program is the clavis magazine, which also appears three times a year. The target group of this magazine are decision-makers from politics, business and administration.

The fact sheets present figures, info graphics, tables and short texts at a glance on various questions in the context of integration.

The publication series Good Practice portrays innovative, sustainable and transferable project examples and thus shows different approaches and successful implementations.

The specialist units and state networks in the IQ funding program are constantly creating specialist publications on the key areas of action of the funding program and related topics.
