The International Charter Incorporated of Oregon ( ICI of Oregon for short ) is an American private security and military company , which was founded in 1992 in Salem , Oregon . Today the company is based in Dallas , also in Oregon.

ICI is a charter company that primarily provides customers with helicopters , but also airplanes . These are models of Russian design (e.g. Mil Mi-8 , Mil Mi-26 , Il-76 ). These are usually flown and maintained by Russian personnel. ICI is also expanding into the lucrative market of security training. For this purpose a new company called ICI Security and Training was founded in 2002 .

Areas of application

Haiti

The US State Department hired ICI in 1996 to provide air support for the American and Canadian peacekeeping forces in Haiti . The Argentine contingent was also supported. Two Mi-8 MTVs, based in Port-au-Prince , were used. They were used to transport troops, cargo and VIPs (for example, the then President of Haiti).

ICI also set up a Quick Response Force consisting of Canadian and Argentine soldiers.

Liberia

From 1996 to 1998 ICI supported ECOWAS in the transport of goods and personnel in Liberia . The area of ​​operations was later expanded to include Nigeria and Sierra Leone . ICI was also briefly a subcontractor to DynCorp in Liberia. The US State Department was supported there with helicopters to transport personnel.

When civil war broke out again in Liberia in April 1996, ICI was surprised by rebels who invaded the capital, Monrovia . There was direct fighting between ICI employees and rebels. As the situation continued to deteriorate, the ICI staff agreed a deal with the staff at the US embassy there. If ICI were to help defend the embassy, ​​its staff (US and Russian citizens at the time) would be allowed into the embassy building for their own protection. The fighting continued until United States Navy Seals arrived and the embassy was evacuated. That same year, ICI was awarded Contractor of the Year by the US State Department for defending the embassy.

Nigeria

In October 2000, ICI was hired by the United States Department of Defense to instruct the Nigerian Army in peacekeeping operations.

Sierra Leone

ICI has been supporting ECOWAS since 2002, in particular the Nigerian troops with up to three helicopters, two Mi-8s and one Mi-26. In addition to transporting humanitarian goods, troops and VIPs for the reconstruction of Sierra Leone, ICI was also involved in gun battles with rebels.

Sudan

In Southern Sudan ICI is the ICI foundation Project represented. This project serves to support the National Democratic Alliance (NDA) with civil tasks. It is the Congress of the United States with 10 million US dollars supported. According to ICI, 7 mobile hospitals were built in the first 100 days, 24 tons of medical equipment were delivered, 526 wounded were evacuated and 100 people were trained in medicine.
