International boat license

The international boat license ( IBS ) is an internationally recognized German registration certificate for pleasure craft . It is officially recognized and is issued by the German Motor Yacht Association , the German Sailing Association and the ADAC with the authorization of the Federal Government . The legal basis for its international use is resolution number 13 of the Economic Commission for Europe of the United Nations .

Registration

To get an international boat license you have to be a German citizen or have your permanent residence in Germany. The international boat license must be applied for by the owner of the sport boat, who can also be a legal person. With the allocation of the IBS, the boats receive an officially recognized license plate. The legal basis for this is § 5 KlFzKV-BinSch. When applying, the owner must provide technical data of the vehicle and prove his ownership or make it credible.

The ten-digit number of the issued boat license is valid in connection with the code letter of the issuing association (DMYV = M, DSV = S, ADAC = A) at the same time as the officially recognized ship identification , which is dark on the pleasure craft in ten centimeter letters made of Latin script and Arabic numbers light background or light on dark background must be glued or painted on both sides of the bow or on the stern . A conceivable identifier would therefore be: 1234567890-M.

In the case of boats with regatta measurements, a measurement certificate is issued at the same time when registering with the German Sailing Association;

Sailing boats with a length of over 5.5 m and motor boats over 2.21 kW require a ship registration number on inland waterways in Germany and are subject to registration . The water and shipping authorities issue official license plates for small vehicles and issue a small vehicle license plate ( § 1 KlFzKV-BinSch ). The international boat license with its officially recognized license plate replaces this official registration § 8 KlFzKV-BinSch . The officially recognized license plate and thus the IBS remains valid nationally until the technical data of the vehicle changes or the vehicle changes hands.

International

Germany , France , Croatia , Lithuania , Luxembourg , the Netherlands , Austria , Serbia , Slovakia , the Czech Republic , Hungary and the United Kingdom have joined ECE resolution number 13 as states. The international boat license is recognized as a travel document abroad for two years, after which it has to be extended by the issuing body. There it is considered an official boat paper that is required to clear in the ports and is recognized there as proof of registration and ownership. Other states can recognize the IBS, but this is at the discretion of the state authorities. In contrast, the flag certificate from the Federal Maritime and Hydrographic Agency , as well as the voluntary registration in the shipping register , which is possible for pleasure craft, is recognized worldwide as proof, as it corresponds to maritime law.

A pleasure craft can have several registrations but may only have one license plate.
