The government is pursuing the development of the Internet in Azerbaijan from the point of view of a national strategy to promote it to an IT development center in the Caucasus region. The government of Azerbaijan is looking for foreign partners within the framework of this strategy to implement this concept. The goal was to achieve 85 percent internet coverage for the population in 2013. The International Telecommunication Union reports that a rate of 58.7 percent was achieved.
The Internet in Azerbaijan is largely free of systematic interference or blockades by the government. However, she takes rigid action against the political opposition, which she criticizes in online forums .

Facebook and Twitter are currently not censored. They are increasingly being used by opposition forces to express their views on the country. The number of users on Facebook increased from 700 thousand in December 2011 to one million in 2013. Most of these users were between 18 and 24 years old. 64% of users are male.
