In East Timor , around 30.3% of the population used the internet in 2018 , which is below the global average of 58.8%. The top-level domain of East Timor has been .tl since independence in 2002 . Previously, during the UN administration (1999–2002) .tp .

Overview

It was not until 1999 that the United Nations Asia-Pacific Development Information Program (APDIP) established an Internet connection for East Timor so that the United Nations Interim Administration for East Timor (UNTAET) could use it. A C-band satellite connection to Singapore Telecom was used for this . At the beginning, the speed was only 256 kbit / s.

In 2008 there were 926 internet connections across the country (2004: 601) for the fixed network. In 2010, 0.21% of the population had access to the Internet. In the same year Timor Telecom opened the first Internet community center. In 2016, 1.2% of the population had access to fixed-line internet. The 2015 census found that 22,944 people had a laptop with an internet connection and another 26,217 a laptop without an internet connection. In contrast, in 2014 the share of cell phone owners was already 63% of the population.

Most East Timorese therefore use the Internet via their smartphones. The first 4G network has existed in East Timor since 2017 . Since September 2014, Timor Telecom has been able to offer high-speed broadband internet access using the O3b network . In order to provide East Timor with better and cheaper broadband internet , there are plans to lay an undersea fiber optic cable from Darwin to Dili .

Social networks like Facebook are very important. In 2018 there were 390,000 Facebook accounts from East Timor, which is 28.8% of the population. In view of the pictures posted of arrests and injuries and deaths in accidents, there is a lack of privacy. Insults, defamations and threats against politicians and traditional leaders are spread as well as false reports. Police arrested several people accused of insulting politicians. However, the East Timorese criminal law does not provide for any consequences in the event of defamation, which is why those arrested were released. Virgílio da Silva Guterres , President of the Press Council , criticized the action against people who attacked politicians, but not ordinary citizens. Freedom of expression could also be jeopardized due to the unclear legal situation.

Timor Telecom has been offering Wikipedia Zero since August 2014 . TT customers could now access Wikipedia pages on their mobile phones free of charge.
