Ioan Avram (born June 28, 1931 in Popeni , Mirşid , Sălaj County ) is a former Romanian politician of the Romanian Communist Party (PCR) who was minister of various departments between 1965 and 1987 and vice-prime minister between 1984 and 1985.

Life

Ioan Avram attended the " Matei Basarab " high school in Bucharest from 1943 to 1951 and then began studying at the Faculty of Mechanics of the Polytechnic Institute in Kiev , which he graduated in 1956 and obtained a doctorate in mechanical engineering there. After his return he became a member of the Romanian Workers' Party PMR (Partidul Muncitoresc Român) in July 1956 and began his professional career at the energy and oil equipment manufacturer Vulcan București , where he was successively engineer, head of the welding technology section, chief engineer and chief engineer. He also served as a member of the Vulcan Bucureşti Party Committee from 1957 and from 1957 to June 20, 1963 as a member of the Bucharest Party Committee Office. From 1961 to 1963 he was director of Vulcan Bucureşti and subsequently between 1963 and 1965 General Director of the company for mechanical and plant engineering in Reşița . Subsequently, Avram switched to the government and was between 1965 and January 23, 1967 first Vice-Minister and then from January 23 to March 13, 1969 First Vice-Minister for Mechanical Engineering. On March 13, 1969, he took over the post of Minister of Mechanical Engineering (Ministrul construcțiilor de mașini) in the Maurer V cabinet and held it until November 1, 1972. In the Dăscălescu I cabinet he also became Vice-Prime Minister (Viceprim-ministru al Guvernului) on April 6, 1984 and held this position in the Dăscălescu II cabinet from March 29, 1985 to October 18, 1985 . Furthermore, between December 7, 1984 and November 26, 1985, he was Chairman of the Council for Coordinating the Development of the Fundamentals and Operation of a National Energy System. After a further restructuring of the second cabinet, he served between November 11, 1985 and March 8, 1986, first as Minister of the Construction Industry (Ministrul construcțiilor industriale) and then from March 8, 1986 to October 1, 1987, as Minister of Electricity (Ministrul Energiei electrice) . After leaving the government, he became director of the Oltenița shipyard in December 1987 and was also a member of the Supreme Council for Economic and Social Development until the fall of the neo-Stalinist dictator Nicolae Ceaușescu on December 22, 1989.

Avram has received several awards for his longstanding services, including the Order of Third Class Labor (Ordinul Muncii) in 1964, the Order of August 23, Fourth Class (Ordinul August 23 ) in 1966 , the Order of Second Class Labor in 1969 and the Star in 1971 of the Socialist Republic of Romania First Class (Ordinul Steaua Republicii Socialiste Romania) .
