Ioan Mircea Paşcu (born February 17, 1949 in Satu Mare , Satu Mare County ) is a Romanian politician and member of the European Parliament for the Partidul Social Democrat .

Paşcu was Romania's Defense Minister from December 28, 2000 to December 28, 2004.

In the course of Romania's admission to the European Union , he has been a member of the European Parliament since January 1, 2007, where he is a member of the Social Democratic Group in the European Parliament . In November 2014 he was elected Vice-President of the European Parliament.

Ioan Mircea Paşcu was named in the report of the Council of Europe investigator on illegal activities of the US secret service CIA in Europe, Dick Marty , as one of the persons who authorized secret torture prisons at the military base Mihail Kogălniceanu or at least knew about them and are responsible for them.

Paşcu has been nominated as the successor to the Commissioner for Regional Policy , Corina Crendeu, who is moving to the EU Parliament for the last six weeks of the Juncker Commission . For this, he should not only receive a salary and bonuses for the move, but also a full, lifelong pension of up to 60 percent of the commissioner's salary, because this does not depend on the term of office. The lifelong pension was calculated at EUR 20,000 gross per month. This caused severe criticism. In September 2019, the Romanian government withdrew his nomination.
