The company was founded in Kemmerer in 1902 by James Cash Penney and William Henry McManus . For assortment of JC Penney include clothing , shoes , furniture , jewelry , cosmetics , electrical appliances and household items in the lower to middle price segment. Between 2008 and 2012 there was an exclusive cooperation with the Polo Ralph Lauren company via the low-priced licensed clothing and accessories brand American Living .

JC Penney operated approximately 865 department stores in the United States at the end of January 2012 and employed approximately 159,000 people. Since the group had only recorded losses since 2010, the number of employees had to be reduced to below 90,000 by January 2020. As part of the COVID-19 pandemic , JC Penney filed for Chapter 11 bankruptcy on May 15, 2020 .
