Japan Racing Association (JRA; Japanese 日本 中央 競 馬 会 , Nippon Chūō Keibakai ) is a Japanese state-owned company headquartered in Tokyo . The company is under the control and supervision of the Japanese Ministry of Agriculture, MAFF . The company is active in horse racing . It owns and operates horse racing tracks (including the Tokyo Racecourse ), betting shops , horse training centers and stud farms.

The National Association of Racing exists in Japan as a state competitor in horse racing . Both are organized as tokushu-hōjin ( 特殊 法人 , "special company"), a legal form for quasi-public companies like the NHK .
