Jean-Philippe Gaudin (born November 20, 1962 ) is a Swiss two-star general and has been Director of the Federal Intelligence Service since July 1, 2018 .

Career

After graduating in trade in Lausanne, Gaudin worked as a tourism manager in Montreux before embarking on a military career. Among other things, he worked as an instruction officer in the Swiss Army and commanded a supply unit as part of an OSCE mandate in Bosnia-Herzegovina . The use of unarmed Swiss Army volunteers was decided by the Federal Council in 1996 to support the local elections and expired at the end of 2000. From 2008 to 2015, he headed the military intelligence service, having held various management positions there in previous years. In 2016 he was promoted to division general and defense attaché sent to Paris.

On July 1, 2018, Gaudin took up the post as director of the federal intelligence service after a six-month vacancy after he had prevailed in the election against the Neuchâtel police commander Pascal Luthi. His predecessor Markus Seiler left the post at the end of 2017 after a critical report by the parliamentary delegation in the Daniel M. espionage case and moved to the Federal Department of Foreign Affairs . Shortly after taking office, Gaudin called for a significant increase in the NDB staff in autumn 2018. This requirement was approved by the Federal Council in summer 2019. Due to an increasingly specific threat from right-wing extremists, he also suggested changes to the law. Since 2017, the FIS has been allowed to eavesdrop on phone calls and access computers, but not in the area of violent extremism. In order to give more weight to the demand to lift this restriction, Gaudin also cited the terrorist attack on two mosques in Christchurch in interviews , although right-wing extremist activities in Switzerland have so far been marginal. Like Bruno Kahl , he repeatedly pointed out the threat from Russia.

criticism

The former head of the intelligence service, Hans Wegmüller, criticized the election because, given the threat situation, a candidate with experience in civil security would be better equipped for the task. Even Carlo Sommaruga Although commented Gaudin dispose a lot of experience and a good international network, however, two factors which are of a military nature, while the threats were primarily terrorism, cybercrime and -Spionage and extremism today.
