Jelena Wiktorowna Kotowa ( Russian Елена Викторовна Котова ; born November 21, 1954 in Moscow ) is a Russian economist , politician , writer and publicist .

Life

Kotowa studied at the Economics Faculty of Lomonosov University Moscow (MGU). After postgraduate and defend their dissertation on the problems of loan capital imports by the Asian developing countries in the fight for a new world economic order was for 1,980 candidates doctorate in economic sciences.

From 1982 to 1989 Kotova worked at the Institute for Oriental Studies of the Academy of Sciences of the USSR in Moscow. Her work focuses on the social and economic development of the countries of Asia and international financial relations. She is the author of two monographs and co-author of more than 10 monographs and more than 50 specialist articles on problems of international finance.

In 1989, Kotova became the secretary in charge of the interregional group of people's deputies of the USSR . In 1990 she was elected to the Mossoviet (Moscow City Soviet ) by the DemRossia movement . There she became chair of the permanent commission for economic policy and entrepreneurship and a member of the Presidium of the Mossoviet. 1991–1992 she was chairman of the Moscow City Property Management Committee and City Property Privatization Committee.

From 1993 Kotova worked as an advisor to the Chargé d'affaires of the Russian Federation in the International Monetary Fund . From 1994–1997 she managed World Bank projects in Kazakhstan , Kyrgyzstan , Slovenia and Russia .

In 1998 Kotowa became vice chairman of the Wneschekonombank in Moscow. In April 1999 she became the 1st Vice President of Most-Bank. In 2000 she became vice chairwoman of the MTS Bank . In 2001 she returned to the Wneschekonombank. In 2002 she became Vice President of the Foreign Trade Bank with responsibility for private equity projects .

In 2005, Kotova became Executive Director for Russia , Belarus and Tajikistan at the European Bank for Reconstruction and Development . She was involved in the bank's college decisions on strategy, business plans, products and individual projects and served on the finance committee. She moderated the bank's dialogue with the Russian government and the private sectors. In the summer of 2010, the bank carried out an investigation into Kotowa's activities using its own resources, which revealed violations of the Corporate Governance Code . She then released Prime Minister Putin from her duties as Director for Russia on the Board of Directors of the European Bank for Reconstruction and Development on December 9, 2010.

In February 2011, the investigative committee of the Russian Interior Ministry initiated criminal proceedings against Kotova. In January 2013, Kotowa was charged with corruption in the granting of a loan to a foreign company. In March 2013, Kotowa submitted an opinion on her mental illness to the court , after which she was given a psychiatric examination. In 2014, the Simonovsky Court in Moscow sentenced Kotova to a suspended prison sentence for preparing corruption. In September 2014, Kotova was given an amnesty by the Moscow City Court before the ruling came into force.

Kotowa is now active as a writer and publicist. She published seven novels . According to her own statement, she earns her living by designing elite apartments.

Kotowa is married and has a son with whom she runs a boutique.
