Evsei Liberman ( Russian : Евсей Григорьевич Либерман [ jɪfsʲej ɡrʲɪɡɔrʲjɪvʲɪʧʲ lʲɪbʲɪrman ]; *  2. December 1897 in Slavuta in the Khmelnytskyi Oblast ; †  11. November 1981 in Kharkov ) was a Soviet economist, the theoretical primarily for its preparatory work for the economic reforms from 1965 became known.

Life

Liberman comes from the family of a forest clerk. After graduating from high school in 1915, he studied at the law faculty of the Imperial University of St. Vladimir until 1920 .

From 1920 to 1923 Liberman worked as an official in the Ukrainian Soviet Socialist Republic. In 1923 he first became an intern at the Labor Institute of the People's Commissariat of the Workers 'and Peasants' Inspection in Kharkov and eventually headed the Laboratory for Production Calculation and Analysis. From 1930 he taught at an Institute of Economics in Kharkov and headed the department of the Institute for Organization and Planning of the Mechanical Engineering Industry .

From 1947 to the 1950s, Liberman led a collective of economists engaged in planning the engineering industry in and around Kharkov.

On the basis of these studies, Liberman developed proposals for reforming the economic mechanisms of socialist industry, which he presented to the Central Committee of the CPSU and which were published in Pravda on September 9, 1962 under the title План, прибыль, премия . His proposals boiled down to the integration of capitalist mechanisms such as motivation through profit into the planned economy . He was actively involved in the discussion and drafting of the Soviet economic reforms of 1965. His ideas also influenced the economic policy of the GDR .

In later years Liberman was Professor of Statistics and Business Mathematics at the A. M. Gorky State University in Kharkov.
