Joachim Baltes

Joachim Baltes (* 1955 ) is a German lawyer and former university lecturer and State Councilor from Bremen .

biography

Joachim Baltes studied law at the University of Bochum and the University of Würzburg . After passing the 1st and 2nd state exams , he received his doctorate in Würzburg. iur. utr. ( Doctor of both rights ). He then worked in a large trade association in Essen. From 1980 to 1991 he was appointed professor for constitutional and administrative law, especially for social law, at the Catholic University of North Rhine-Westphalia in Aachen. He headed what was then the largest non-state university of applied sciences as rector for almost 12 years.

In 1991, Baltes changed as a department head and ministerial director in the building ministry in Saxony-Anhalt . From 1995 to 1997 he was appointed to the Bremen State Councilor for Building, Transport and Urban Development in Bremen as a representative of Senator Bernt Schulte (CDU); he was followed by Ulla Luther (CDU) in this office. Subsequently, until his retirement (2010) he was Vice President of the Court of Auditors of the Free Hanseatic City of Bremen with the audit areas of work, social affairs and health.

Baltes has been involved in voluntary work for disabled people for a long time. a. as treasurer of the federal working group self-help in Düsseldorf. He has been a member of the Scientific Advisory Board of the Men's Health Foundation since 2012 and supports the prevention and occupational medicine working group from the perspective of self-help.
