Bremen State Councilors and Deputy Senators
The list of Bremen State Councilors and Deputies of Senators contains the personalities who were in Bremen as a State Councilor, formerly a Senate Director or in some other way a civil servant deputy of a Senator, or who worked under this title as federal representative without assignment to a Senator for the Senate.
The Bremen State Council is the head of the Senate Chancellery (CdS) of the Senate of the Free Hanseatic City of Bremen , from 1949 to 1971 and since 1995 the authorized representative at the federal government and since 1990 the official and political general representatives in the office of Bremen Senators , who were purely before 1970 official head various different titles and then as well as political representatives until 1990 had carried the title of Senate Director . Since 2000, Councilors of State can also be elected as members of the Senate, which, with one exception, was previously only the case for the federal representatives.

Syndicus
Since 1492 there was the Syndicus of the Free Hanseatic City of Bremen as legal advisor to the Bremen Council or the Senate in Bremen , who until 1849 also temporarily led the Council or Senate Chancellery (office director). From 1913 to 1921 the Syndici were representatives in various Senate departments.
Councilors of State from 1919 to 1933
During the Weimar Republic , the previous Syndici of the Senate received the rank of Councilor of State in 1921. You were now the representative of a senator in a senate department like Carl Völckers or Johannes Tack (DVP).
Council of State in the time of National Socialism
During the time of National Socialism , a powerless, rarely meeting Bremen State Council with up to twenty members was set up on August 1, 1933 to advise the Senate. The mostly political NS, SA and SS members were u. a. Nazi politician Kurt Thiele , (1933–42?), SS police leader Alfred Rodenbücher (only 1933), NS district leader and Lord Mayor of Bremerhaven Julius Lorenzen , SA leader Horst Raecke (1935/36). There were also some conservative representatives such as Senator a. D. Erich Vagts (DNVP) (1933–45), Regional Bishop Heinrich Weidemann , General Paul von Lettow-Vorbeck , merchant Senator a. D. Hermann Ritter (1933–45), businessman Karl Lindemann , President of the Chamber of Commerce Karl Bollmeyer (1939–45). These Councilors of State with other functions are not included in the list.
The previous councilors as representatives of the senators were now called presidents.
After 1945
The heads of the Bremen Presidential Chancellery and, from 1953, the Senate Chancellery under the President of the Senate and at the same time Bremen Mayor held the title Senatssyndicus from 1945 to 1947 and the title Council of State from 1947 .
After the Second World War , the senators in the city-states of Bremen and Hamburg were not represented by state secretaries , but by senate directors and later by councilors . The general representative in the Office of the senators had after the war initially ranks or official titles such as President, Director, Government Official , Ltd. Government director or building director / senior building director. Around 1970 the title of Senate Director was introduced as a political official and around 1990 the title of State Councilor . But there were and are few Senate directors who were not political officials. The state councilors were political officials and could be retired at any time. As political officials, the councils of state support and represent their respective senators and are at the same time the highest officials of the respective senate authority in their assigned departments.
Other Senate Directors
Senate directors who were not representatives of senators are included in the list if they headed the Senate Commission for Human Resources (SKP), which is accompanied by a commission of the Senate . However, the few senate directors who, as high-ranking non-political officials, headed important main departments, such as the so-called budget director at the finance senator , the state school board or the senate building director at the building department, are not listed .
Head of the Senate Chancellery
The Senate Chancellery works with the President of the Senate, who is also the Mayor of Bremen. It is led by a State Council, the head of the Senate Chancellery (CdS) .

Before 1945 Julius Fricke was State Councilor around 1933.
After 1945
After 1945 there was the presidential chancellery with a state council and the government chancellery with a director at the top until 1953. Both offices were then combined to form the Senate Chancellery.
The following state councilors led the presidential or senate chancellery as CdS (still incomplete): Karlheinz Arendt (1947–1958), Walter Kaehlitz (1958–1971), Klaus Franzen (1972–1975), Kurt Rossa (SPD, 1976–1977), Günther Czichon (SPD, 1978–1979), Erwin Weiss (1980–1985), Hans-Helmut Euler (SPD, 1985–1989), Andreas Fuchs (SPD, 1989–1995), Reinhard Hoffmann (SPD, 1995–2005), Hubert Schulte (SPD, 2005–2011), Olaf Joachim (SPD, 2011–2019) and Thomas Ehmke (SPD, from 2019).
Authorized representatives at the federal government
From 1947 to 1949 Wilhelm Haas represented Bremen's interests as State Councilor for Mayor Wilhelm Kaisen in relation to the emerging federal states. After the founding of the Federal Republic of Germany, the federal representatives from 1949 to 1971 were state councilors who were not assigned to any senator. From 1971 to 1995 the federal representatives themselves were senators. They have been state councilors again since 1995, and since 2000 they have been appointed as members of the Senate - that is, members of the government with equal rights - on the basis of a constitutional amendment that generally allows state councils to be elected as “further members of the Senate”. The authorized representatives included

- then the Senators Karl Willms (1971–1979), Günther Czichon (1979–1983), Wolfgang Kahrs (1983–1987), Klaus Wedemeier (1987), Vera Rüdiger (1988–1991) and Uwe Beckmeyer (1991–1995)
- since 1995 the Councilors of State Erik Bettermann (1995–2001), Kerstin Kießler (2001–2011), Eva Quante-Brandt (2011–2012), Ulrike Hiller (2012–2019) and Olaf Joachim (since August 2019).
In so far as they were senators, the plenipotentiaries had Senate directors as representatives.
