Authorized representative of the Free Hanseatic City of Bremen
From 1947 to 1949 Wilhelm Haas represented Bremen's interests as State Councilor for Mayor Wilhelm Kaisen in relation to the emerging federal states. After the founding of the Federal Republic of Germany, the federal representatives from 1949 to 1971 were state councilors who were not assigned to any senator. From 1971 to 1995 the federal representatives were senators, they had senate directors as representatives. Since 1995 they have been state councilors again and at the same time members of the Senate - i.e. members of the government - without being directly subordinate to a senator.
