The representation of the state of Rhineland-Palatinate to the federal government and the European Union is located in the street “In den Ministergärten” in the Berlin district of Mitte . It was in December 2000 as part of the government move from the Rhineland-Palatinate Minister President Kurt Beck as a substitute for the permanent representation of Rhineland-Palatinate in Bonn opened. The representations of the states of Lower Saxony , Schleswig-Holstein , Hesse , Mecklenburg-Western Pomerania , Brandenburg and Saarland are also in the immediate vicinity .

General

The representation of the state of Rhineland-Palatinate is committed to the interests of the state towards the federal government and the European Union . It is represented in the federal capital Berlin as well as in the “European capital” Brussels. It works closely with the other states and the federal government and promotes Federal Council initiatives in the state of Rhineland-Palatinate. It acts as the interface between the state and federal politics and thus maintains contact between the state, the Federal Republic and Europe.

From an organizational point of view, the state representation belongs to the State Chancellery. It has been headed by State Secretary Heike Raab since July 15, 2015 . Raab is the representative of the state for the federal government and for Europe, for media and digital. She reports directly to Prime Minister Malu Dreyer and works closely with her. Heike Raab's permanent representative is Monika Fuhr.

tasks

Approx. 50 employees in different departments take care of the tasks to be performed.

1. Federal affairs

The state representation works very closely with the Bundestag and the Bundesrat. It organizes the participation of the state in the legislative process through the Federal Council. The Department for Federal Affairs is responsible for this. The speakers are involved in the Federal Council and Bundestag committees and represent the interests of the state. In addition, each country has the option of drafting legislation and submitting it to the Federal Council.

2. European affairs

The European Department carries out fundamental European policy work for the authorized representative and the Prime Minister. She also oversees the European committees of the Federal Council, the Bundestag and the Landtag of Rhineland-Palatinate. It acts as a kind of interface between the state and politics at European level and represents the views and concerns of the state of Rhineland-Palatinate in European politics. In addition, the representation in Brussels can inform the state government at an early stage about developments in European policy.

3. Culture

The state representation invites you to concerts, exhibitions, panel discussions and other cultural events. It represents the state and promotes the strengths of Rhineland-Palatinate. The state representative acts as a kind of political, economic and cultural showcase for Rhineland-Palatinate.

building

After an architecture competition advertised across Europe, the design by the Stuttgart office Heinle, Wischer und Partner won . The state office property and construction management acted as the client. The functional building in the Bauhaus style with 2250 m² was completed within two years. The focus of the architecture is a multi-storey, light-flooded atrium , around which the offices of the 60 employees and the event rooms are arranged. The north-facing glass facade offers an unobstructed view of the garden from all floors, over the Holocaust memorial to the Reichstag building .

Rhineland-Palatinate attached particular importance to an environmentally friendly energy concept. Air conditioning through night air purging and cooling ceilings as well as rainwater use are some examples of this.
