Kurt Siegfried Rossa (born February 13, 1930 in Gelsenkirchen ; † April 1, 1998 at Winnerath ) was a German politician ( SPD ) and chief city ​​director of Cologne .

Life

After secondary school, Rossa trained as an electrician . On the second educational path , he caught up with the Abitur and then studied law and economics at the Westfälische Wilhelms-Universität Münster and the Albert-Ludwigs-Universität Freiburg and then studied at the Federal Finance Academy in Siegburg .

Rossa then became an employee of the financial administration in North Rhine-Westphalia . Until 1969 he was spokesman for the Ministry of Finance of North Rhine-Westphalia and personal assistant to Finance Minister Hans Wertz (SPD). From 1970 to 1973 he was director of the State Finance School of North Rhine-Westphalia / University of Applied Sciences for Finance at Nordkirchen Castle .

In 1973 Rossa was appointed Senate Director for Finance (State Secretary) to the Senator for Finance of the Free Hanseatic City of Bremen . In 1976 he was appointed State Councilor and Head of the State Chancellery (CdS).

1977 Rossa was elected senior city director (head of the city administration) of the city of Cologne for twelve years. During his tenure as senior city director from 1977 to 1989, some important projects for Cologne fell, such as the cathedral / Rhine project with the new building of the Philharmonie and the double museum Wallraf-Richartz-Museum and Museum Ludwig , the renovation of the Severinsviertel , the establishment of the media park and the establishment of the women's equality office - later women's office - of the city ​​administration of Cologne .
