The city ​​administration of Cologne consists of eight departments , each headed by a professional city councilor as a municipal electoral officer , and the department of the mayor . The Cologne city administration employs around 17,000 people. The mayor's office is in Cologne's town hall . A large part of the administration is located in the Stadthaus Köln-Deutz (technical town hall).

From the 12th century until 1795, the city administration was led by the mayor (see → List of Cologne mayors ). During the French occupation of Cologne from 1794 to 1815, the administration was led by a president of the municipality or by a mayor based on the French model.

From 1815 to 1945 the mayor was head of administration. In post-war Germany, the office of the Lord Mayor and that of the Head of Administration were separated and a senior city director was appointed head of administration ( dual leadership ) (see → List of Lord Mayors of the City of Cologne ).

In 1994, the North German Council Constitution established by the occupying power in 1946 was changed to the South German Council Constitution (see → Municipal Code for the State of North Rhine-Westphalia ).

In 1999 the reform of the municipal administration was implemented, and since then the office of the Lord Mayor of Cologne has once again included both the political representation of the city of Cologne and the management of the city administration.
