In 1989 he became regional chairman of the JU and remained so until 1998. Between 1984 and 1990 he was a member of the district committee of the CDU Bremen- Stadt. Since November 2012 he has been Deputy State Chairman of the CDU Bremen .

In June 2003 it became known that listening devices had been found in his party office and that of the then CDU state chairman Bernd Neumann ; the transmission signals had been discovered by a blind radio amateur . In the subsequent search, however, numerous traces were covered.

After 2003 to 2006 Eckhoff found himself in an outsider role within the CDU. Within the party, he advocated the reform of the Bremen CDU into a “modern city party”. He also took the view that in order to be able to replace the SPD after the 2007 general election, a black-green coalition in Bremen would have to be considered.

Member of Parliament

Eckhoff was a member of the Bremen citizenship from October 16, 1991 to July 3, 2003. He then resigned from the citizenry because he became a senator. On February 22nd, 2006, after the end of his tenure as senator, he rejoined the citizenship and left again at the end of the electoral term on June 7th, 2007.

In 1999 Eckhoff prevailed in a vote against the previous parliamentary group leader of the CDU Ronald-Mike Neumeyer and was then parliamentary group chairman until he left the citizenry in 2003 and at that time, at the age of 33, the youngest CDU parliamentary group chairman.
