Vogel reorganized the Leipzig schools from 1832 and founded the first Saxon secondary school, the Petrischule Leipzig, in Leipzig in 1834 .

He introduced an improved Jacototsche or normal word method of the first reading class in elementary classes . With this method, the letters are not first taught and syllables and words are formed from them, but based on the image of an object and its typeface, it is broken down into its syllables and letters and then reassembled. The method also had critics, but over time it has become more and more popular in Saxony, Prussia and all of Germany. The dispute over methods continued into the second half of the 20th century , but then one spoke of the whole-word method .

From 1845 Vogel organized meetings of German secondary school men and from 1848 general German teachers' meetings . In 1854 Vogel suggested the formation of a commission from the teachers 'colleges of the municipal secondary school and the first and second citizens' school to submit proposals for standardizing German spelling. The work of this commission ended with the work of Karl Klaunig , a teacher at the municipal secondary school, On German Spelling from Scientific Practical Viewpoints , Leipzig 1857. An excerpt was made from the work for the immediate and smooth introduction of this standardized spelling in the Leipzig schools under the title rules and vocabulary for German spelling for the use of the pupils of the general citizen and municipal secondary school in Leipzig. The later official regulations for German spelling do not differ in structure and content from this extract.

Vogel has written an orthographic dictionary and several reading, geography and history books. From 1852 he published the educational magazine Die Higher Citizens School with Friedrich Körner . With Otto Delitsch he published school wall maps on oilcloth, which promoted drawing in geography lessons.
