As a result, Scott moved into the Scottish Parliament for the first time . Until 2001 he was first deputy party spokesman for traffic and the environment, then party spokesman for the environment. He defended his mandate in the parliamentary elections in 2003 and 2007 . In the Conservative Shadow Cabinet , he was designated Minister for Rural Affairs and the Environment. In the 2011 parliamentary elections , Scott defended his mandate just ahead of the SNP candidate Chic Brodie . In the newly formed cabinet, Scott was elected Deputy Speaker of Parliament.
