John Seymour was a son of the MP of the same name in the House of Commons who died in 1678. The younger John Seymour was a member of the Church of England and served for 36 years as an officer in the English army, in which he rose to lieutenant colonel and participated in some wars of the time. On February 12, 1703 he was appointed as the successor of Nathaniel Blakiston as the new colonial governor of the Province of Maryland. The interim period until his arrival was temporarily bridged by Thomas Tench . On April 12, 1704, Seymour took up his new office in Maryland, which he held until his death in 1709. During this period there was heated controversy between him and the colonial parliament. It was about planned reforms, especially in the justice and economic sectors. Seymour also tried to resolve some border conflicts with neighboring colonies. Another problem was the religious conflict between Protestants and Catholics in Maryland, which had intensified in England since a Protestant revolution in 1688/89 following the Glorious Revolution . Most of these problems remained unsolved during Seymour's tenure. After his death, Edmund Lloyd was appointed to succeed him.
