The Joint Air Power Competence Center ( JAPCC ) is a NATO facility based in Kalkar , Germany . His focus as one of the Centers of Excellence (COE), a joint armed forces competence center for NATO air power operations .

history

The Joint Air Power Competence Center (JAPCC) is a NATO-accredited, multinational “Center of Excellence” (COE) based in Kalkar on the Lower Rhine. The main focus of the JAPCC's work lies in the further development of strategic / operational leadership and operational principles for the joint use of air and space by NATO and the JAPCC nations. This multinational competence center, the establishment of which goes back to a German initiative, was set up in 2005. Since then, the JAPCC has been providing impetus for the further development of “Air and Space Power” through numerous concept papers and publications as well as the participation of various committees and working groups.

Mission and tasks

The JAPCC's mission is to provide decision-makers with effective and efficient solutions for using NATO's “Air & Space Power”; to this end, forward-looking ideas for the management and use of air warfare equipment for all branches of the armed forces are being developed in the JAPCC. The entire spectrum must be optimally tailored to the capability profile required in the future in order to be able to effectively counter new risks and threats. The JAPCC offers the space for intellectual independence and creative ideas. Due to the focus on the missions as well as the immediate operational tasks, there is no corresponding central facility in the NATO command structure. The Joint Air Power Competence Center of Excellence fills this gap within the scope of the available expertise for the areas of Allied Command Transformation (SACT) and Allied Command Operations (ACO).

The JAPCC does not belong to the NATO command structure , but is closely linked to it due to its mandate and its management organization. The JAPCC is supported by 16 NATO member states. Financed annually to the tune of around 800,000 euros, of which Germany pays around 30 percent as a mandatory contribution.

The director of the JAPCC, a US four-star general, is also the commander of the NATO Allied Air Command in Ramstein and the commander of the US air forces in Europe and Africa. His deputy (Executive Director), a German three-star general , is also the commander of the Luftwaffe's Center for Air Operations (ZentrLuftOp) and, alternating with a Belgian general, commander of the NATO command post for the management of air forces in Uedem ( Combined Air Operations Center Uedem) for 3 years at a time. ; he leads the official business on site in the JAPCC.
