José Agustinho da Silva (born March 11, 1974 in Ossorua , Portuguese Timor ) is an East Timorese politician. He is a member of the Kmanek Haburas Unidade Nasional Timor Oan (KHUNTO). Silva has been Minister for Transport and Communication since 2018. In the civilian profession, Silva is a teacher and taught at the Universidade Nasionál Timór Lorosa'e (UNTL).

Silva replaced António Verdial de Sousa as Secretary General of KHUNTO.

In the parliamentary elections in East Timor in 2012 , the KHUNTO narrowly failed at the three percent hurdle. Silva ran for third place on the party list.

In 2017, in the parliamentary elections on July 22nd, Silva took fourth place on the KHUNTO party list as a member of the national parliament. Here he was President of the Commission on Health, Education, Culture, Veterans and Gender Equality (Commission F) and deputy member of Parliament's Administrative Council. Since September 2017, he has also been the substitute delegate of the national group of the national parliament to the parliamentary assembly of the Community of Portuguese- Speaking Countries (CPLP).

In the early elections in 2018 , Silva was in 20th place in the Aliança para Mudança e Progresso (AMP), to which KHUNTO also belongs, and came back to parliament. On June 22, 2018, Silva was sworn in as Minister of Transport and Communication, which is why he automatically had to give up his seat of parliament.
