After the war , Fischer was largely responsible for building up the SPÖ in the Hietzing district of Vienna ; he sat on the district party executive. In 1954 he was appointed First Deputy District Chairman under the ÖVP politician Ernst Florian . When the SPÖ succeeded in gaining a majority in the district following the elections to the state and local councils in 1959 , Fischer was elected district chairman in the same year. But in the municipal council elections that followed in 1964 , he was replaced by Josef Gerstbach , who, as the ÖVP's top candidate , had won the majority in the district. In the same year Josef Fischer moved instead as a member of the SPÖ in the Vienna State Parliament and City Council, to which he belonged for a legislative period until 1969.
