Ju Kyu-chang (born November 25, 1928 in Hamgyŏng-namdo ; † September 3, 2018 ) was a North Korean politician of the Labor Party of Korea (PdAK) and Colonel General of the Korean People's Army , who was among other things a candidate for the Politburo of the Central Committee (ZK) the PdAK, a member of the National Defense Commission , head of the Central Committee Department for Mechanical Engineering and a member of the Central Military Committee of the Central Committee.

Life

Ju Kyu-chang graduated in engineering and began his professional career in the Ministry of Mechanical Engineering Industries in the 1960s. In addition, he held a position in the then Central Committee Department for Armaments and Ammunition Industry and was elected as a candidate for the Central Committee at the Fifth Party Congress of the PdAK. Together with Jon Pyong-ho he contributed to the consolidation of party control over the arms industry, which lasted from the late 1960s to the early 1970s and led to the formation of the Second Economic Committee. In 1974 he became vice chairman of the Second Economic Committee and in the 1970s was successively director, vice president and finally president of the Academy of National Defense Sciences, which coordinates research, development and training in North Korea's defense industry.

In addition, Ju Kyu-chang took over the position of vice minister for the mechanical engineering industry in 1983 and was elected a member of the PdAK Central Committee at the 15th plenum of the 6th Central Committee in December 1988. He was a member of the funeral committees at the funerals of Kim Il-sung in July 1994 and O Chin-u in February 1995.

In 1998, he resigned as President of the Academy for National Defense Sciences, but remained chairman of the Second Economic Committee and was elected deputy to the Supreme People's Assembly, of which he was a member until his death in September 2018. In 2000 he was appointed as the successor to Pak Song-bong as deputy head of the Central Committee's department for the armaments industry, and at that time began to accompany Kim Jong-il on his domestic trips.

At the first session of the 12th Supreme People's Assembly in April 2009, Ju Kyu-chang was elected a member of the National Defense Commission and appeared in the second and first rows on the podiums at national and central reporting meetings. In addition, he was appointed head of the Central Committee's Department of Mechanical Engineering in 2010 and was elected candidate of the Central Committee's Politburo and a member of the Central Military Committee of the Central Committee at the Third Party Conference of the Labor Party on September 28, 2010 .

Due to his ties to the Second Economic Committee and his involvement in the development of the North Korean ballistic missile program, Ju Kyu-chang, who had the rank of Colonel General in the People's Army, was banned from entering the European Union .
