July Minoves i Triquell (born August 15, 1969 in Andorra la Vella ) is an Andorran diplomat and author .

Life

Minoves studied economics ( University of Friborg ) and political science ( Yale University ).

Minoves was Andorra's Foreign Minister from April 12, 2001 to May 7, 2007 . He was then appointed Minister of Public Affairs (Government Spokesman), Culture and Higher Education. From December 2007 to May 2009 he was Minister for Public Affairs, Economic Development, Tourism, Culture and Universities.

Prior to his ministerial offices, Minoves Andorra served as Permanent Ambassador to the United Nations , Ambassador to the United States of America , Canada, the United Kingdom , Spain, Switzerland, Finland and the World Trade Organization .

Minoves was Vice-President and a member of the Bureau (twice elected) of the Liberal International . He has been its president since April 2014. He received his PhD in Political Science from Yale University in 2011. Since autumn 2012 he has been teaching as an "Assistant Professor of Political Science" at the University of La Verne, California.

Publications

He is the author of several works of fiction, including “Segles de Memòria”, a novel that was awarded the Fiter-i-Rossell Prize in 1989.
