Julio Antonio Lacarte Muró (born March 29, 1918 in Montevideo ; † March 4, 2016 ) was a Uruguayan diplomat and politician of the Partido Colorado , who was Minister of Industry and Trade for a short time in 1967.

Life

Lacarte Muró entered the diplomatic service and subsequently dealt with topics such as the General Agreement on Tariffs and Trade (GATT), of which he was Deputy Executive Secretary from 1947 to 1948, and the Organization of American States (OAS). In 1951 he became ambassador to Ecuador and remained in this post until 1954. He then became ambassador to Bolivia on April 21, 1954 and remained there until September 24, 1956, whereupon Hugo V. De Pena succeeded him on December 13, 1956 . He himself took over the post of Ambassador to the United States from José Mora Otero on September 24, 1956 . He held this position until he was replaced by Carlos Alberto Clulow on February 16, 1960 . He himself in turn replaced Clulow as ambassador to the Federal Republic of Germany on February 19, 1960 and held this office of ambassador until March 1, 1967, after which he was replaced on July 25, 1967 by Marcos Brondi . At the same time, he acted as permanent representative at GATT from 1961 to 1966.

After the end of the term of office of the National Government Council (Consejo Nacional de Gobierno) , Lacarte Muró was appointed Minister for Industry and Trade (Ministro de Industria y Comercio) by President Óscar Diego Gestido in its cabinet on March 1, 1967 and held this ministerial office up to his replacement by Zelmar Michelini on June 27, 1967. He then took over from Conrado Sáez in 1967 the post of President of the national football association AUF ( Asociación Uruguaya de Fútbol ) and exercised this function until 1969, before Américo Gil in 1970 succeeded him. At the same time he succeeded Aureliano Aguirre as ambassador to Argentina on January 5, 1968 . He held this ambassadorial post until his replacement by Adolfo Folle Martínez on July 20, 1971.

After subsequent assignments as ambassador to India , Japan and Thailand , Lacarte Muró acted again as permanent representative to the GATT between 1982 and 1992. Most recently between 1995 and 2001 he was a member of the Dispute Settlement Commission of the World Trade Organization (WTO) and in 2005 President of the National Chamber of Commerce and Services (Cámara Nacional de Comercio y Servicios del Uruguay) .
