Norris grew up in Newcastle ( New South Wales ) and in 1999 moved to Canberra to the Australian Institute of Sport to train. A year later at the Olympic Games in the same city, he did not make it into the final over 400 m medley. Although he was able to qualify for the 2004 Olympic Games , he did not reach a final there and was 11th in the 200 m butterfly and 400 m medley, and 27th in the 200 m medley.

In 2005, Norris stated that he would take a year off and return to his hometown of Newcastle.

He started at the trials for the 2007 World Championships in Melbourne , but could not qualify for this.
