History of origin

Until the move to the justice center, the Cologne judicial authorities were predominantly in the Justice Building on Appellhofplatz ( Amtsgericht Köln , Cologne District Court and criminal justice) and in the courthouse Reichenspergerplatz ( Cologne Higher Regional Court , Commercial Register and Land Registry ). The space available in both justice buildings was no longer sufficient, so that a new building was necessary. A 143,000 m² area of ​​the former Sülz freight station was available, which until June 18, 1974 represented the beginning and end of the route of the so-called "Black Railway" .

The area was sold at a price of 21.6 million marks to the Cologne city development and property developer company modern stadt GmbH and then rounded off by them . Until 1980, the Cologne architect Henrik Busch - who also created the Colonia high-rise - designed the first section of a 23-storey steel structure on their behalf, HPP took over the 16-storey 2nd construction section. Overall, the construction costs were 127 million marks. The 105 meter high structure was ready for occupancy on April 30, 1981. On March 17, 1981, the Cologne Administrative Court took over the premises of the Regional Court on Appellhofplatz. In June 1984 the foundation stone of a building for the Cologne Public Prosecutor's Office was laid next door, which was previously also spread over several buildings in the city center ( Appellhofplatz , Gürzenich ). In 1987 she moved into the building at Am Justice Center No. 13 (street length: 601 meters). In April 1989, the Institute for Lawyers' Law of the University of Cologne was able to move in at Am Justice Center No. 7. The location was thus the uniform seat of the Cologne District and Regional Court and the Cologne Public Prosecutor's Office. Around 1,700 employees work here on an area of ​​64,000 m².

The building complex is located at Luxemburger Strasse 101 near the intersection of Universitätsstrasse and Weißhausstrasse, and the Uni-Center is diagonally opposite . The stop of the Stadtbahn Köln (line 18) is Weißhausstraße.

Redevelopment plans

The client Bau- und Liegenschaftsbetrieb NRW (BLB) has been planning the general renovation of the now over 30-year-old, high-tech building complex since April 2012. In November 2012, he recommended the state government to have a new building erected elsewhere in Cologne instead of the renovation. Nevertheless, a budget of 18 million euros has been earmarked for minimal renovation (especially fire protection); a general renovation would cost around 150 million euros. In February 2014, the Ministry of Justice and Finance as well as BLB decided to build a new building elsewhere for economic and operational reasons. The city of Cologne received planning sovereignty and can choose the location itself. The short list includes the “Domgärten” (former brewery site of the Dom brewery on Alteburger Strasse; owned by BLB since September 2008) and the nearby location at Hans-Carl-Nipperdey-Strasse ; In April 2014, the Cologne City Council decided in favor of the neighboring Hans-Carl-Nipperdey-Strasse .

On August 9, 2019, North Rhine-Westphalia Justice Minister Peter Biesenbach and Cologne Mayor Henriette Reker announced that the new building would be built on the eastern site. The buildings are to include Hans-Carl-Nipperdey-Strasse and the current multi-storey car park. The green belt should not be touched.
