The Cologne Administrative Court is a court of administrative jurisdiction and one of seven administrative courts in the state of North Rhine-Westphalia .

Seat and District of the Court

The administrative court has its seat in Cologne in the justice building on Appellhofplatz . The judicial district covers the area of the independent cities of Bonn , Cologne and Leverkusen as well as the Rhein-Erft-Kreis , the Oberbergischer Kreis , the Rheinisch-Bergischer Kreis and the Rhein-Sieg-Kreis .

Birgit Herkelmann-Mrowka is the president of the Cologne Administrative Court. On October 1, 2011, she succeeded Joachim Arntz, who was retiring.

The court is subordinate to the Higher Administrative Court for the State of North Rhine-Westphalia . The Federal Administrative Court is superordinate to this.

In connection with the constitutional three-element theory , a judgment of the Cologne Administrative Court from 1978 is often cited, in which the court found that Sealand does not have the elements necessary for the existence of a state in the sense of international law (VG Köln, DVBl. 1978, P. 510 ff., Judgment of May 3, 1978, Az. 9 K 2565/77).
