The Höcker I cabinet designates the presidium of the state administration of Mecklenburg-Western Pomerania, which was appointed on July 4, 1945 together with the state administration of Saxony and the provincial administration of Brandenburg in Berlin-Karlshorst. The Presidium began its official business on July 6 and 7, 1945 in Schwerin. The deputy mayor of Güstrow, Wilhelm Höcker, was appointed president. His appointment was based on a staff proposal that resulted from discussions with the head of the Sobottka initiative group, Gustav Sobottka, with leading Mecklenburg anti-fascists in Rostock and Güstrow. With Gottfried Grünberg a member of the initiative group became a member of the government. The state administration carried out official business until the state elections in October 1946.
