The series was produced by Stephen J. Cannell and was filmed in Vancouver , British Columbia to avoid the higher studio costs associated with filming in Los Angeles .

Vinnie Terranova works as an undercover agent for the OCB, a fictional subsidiary of the FBI . He tries to subvert criminal organizations of the Mafia in the USA. He is supported by his boss Frank McPike and his contact person Daniel Benjamin Burroughs. Family and friends consider him a criminal, only his brother, a priest, knows the truth.
