Combat cyclist (also Rüpelradler or Radrowdy ) is a catchphrase from German transport policy and the media that stands for a debate about illegal and allegedly aggressive behavior by cyclists .

The catchphrase was first known through an anonymous poster campaign with the slogan “Kampf den Kampfradlern” in the summer of 2011 in the Berlin district of Prenzlauer Berg. There was a similar discussion in Austria , where politicians of the Vienna FPÖ want to "stop green bike hooligans" and, among other things, demanded license plates.

The background to this is the increase in bicycle traffic on German roads and the perception of - according to the then German Federal Transport Minister Peter Ramsauer in 2012 - "increasing brutality" associated with disregarding traffic regulations and a lack of awareness of wrongdoing. According to data from the Federal Statistical Office, motorists are involved in two thirds of accidents involving cyclists; In only a quarter of these accidents, the cyclist is primarily to blame.

In connection with the discussion about the so-called combat cyclists or Rüpel cyclists, increased police checks, higher penalties, training courses or mandatory labeling for cyclists were demanded, for example by the police union . The former Federal Prosecutor General at the Federal Court of Justice and later President of the Traffic Court, Kay Nehm, criticized the fact that "hardly any cyclist" would adhere to rules such as driving with lights or driving on the right.

The use of the catchphrase was viewed by some commentators as unfounded, generalized and polarizing.

The ADFC referred to the accident statistics, according to which careless turning and disregard of the right of way by motorists are the main cause of accidents between cyclists and motor vehicles. The disregard of red traffic lights by cyclists is less common than speeding violations by motorists.

Some cycling activists started to use the term “combat bike” as an affirmative name. "The prevailing transport policy leaves them no choice but to violate certain rules that would disadvantage or even endanger cyclists in road traffic."
