The cantonal referendum “Transfer Klinik Allerheiligenberg” was a referendum in the Swiss canton of Solothurn that took place on September 26, 2010. The content of the vote was the closure of the Allerheiligenberg Clinic and the transfer of patients to other hospitals.

Background and content

The closure of the Allerheiligenberg High Altitude Clinic , built in 1910, has been an issue since the 1970s. Cantonal referendums on a closure took place in 1995 and 1999, but both were rejected (1999 with a No share of 63.6%).

The Allerheiligenberg Clinic has been part of the Solothurn Hospital Group since 2006 . Since then, they have continued to seek closure and relocation to their other hospitals in order to save costs and use synergies. Annual savings of 4 million francs were calculated if the 74 or so patient places could be transferred to two of their other facilities, the cantonal hospital in Olten and the psychiatric institution in Langendorf. Based on these arguments and the additional requirement to lower the cantonal tax rate by one percentage point in 2011 if the proposal is accepted, the third cantonal referendum on the closure of the clinic was held on September 26, 2010. In addition, if the submission was accepted, an amount of up to CHF 4 million was guaranteed in order to find sustainable future use for the facilities of the Allerheiligenberg Clinic.

Voting result

With the exception of the two districts of Gäu and Thal , all other districts of the canton accepted the bill. The bill received the highest proportion of yes votes from the Dorneck district with 77%, and the lowest proportion of yes votes from the Thal district with 32%. At 44.5%, this also had the highest voter turnout. The proposal was accepted with 57% yes-votes and 38% participation.

Transfer clinic Allerheiligenberg

The Cantonal Council of Solothurn, based on Section 18 (1) of the Hospital Act 12), after taking note of the message and draft of the Government Council of March 16, 2010 (RRB No. 2010/475), decides:

1. The hospital operations at Solothurnische Höhenklinik Allerheiligenberg will be terminated and its medical services will be transferred to other locations of the Solothurn Spitäler AG.

2. This decision is subject to a mandatory referendum.
