Karl-Heinrich Hasenritter (born September 24, 1948 in Eidengesäß ) is a German lawyer and professor emeritus.

Life

Hare Knight worked on the study of law from 1967 to 1972 and the legal clerkship (1972-1975), first as a lecturer in management at the School of Economics and Politics  in  Hamburg and at the University of Kassel , then as local politics speaker of Kassler Mayor Hans Eichel and managing director of the Zweckverband Raum Kassel.

Hasenritters legal doctorate took place in 1979 at the University of Hamburg .

From July 1980 Hasenritter taught as a professor at the University of Applied Sciences for Public Administration in North Rhine-Westphalia at the Hagen study site, initially in the subjects of constitutional and local law, and from 1984 on organization and management in public administration. Hasenritter has been retired since January 1st, 2012.

Hasenritter was on leave for a total of 11 years to carry out research, development and consulting projects. Expert and advisory activities for the German Society for Technical Cooperation (GTZ) and on behalf of the European Union have taken him to key institutions and projects in the following countries: Turkey, China, Turkmenistan, Azerbaijan, Romania, Bulgaria, Bosnia, Montenegro, Kosovo, Macedonia , Jordan, Yemen, Algeria, Gambia, Sierra Leone, Malawi, Zambia, Chad, Thailand and Jamaica.

Research and Development

Together with Heinz-Dieter Lübbert from the Märkischer Kreis and Jochen C. Müller from the city ​​of Netphen , the team developed a software prototype for computer-aided processing in the social welfare office under his leadership from 1983 to 1985 at the University of Applied Sciences for Public Administration, based on a scientifically sound professional field analysis. Funded by the Federal Ministry for Research and Development as a pilot project with the cities of Bremen and Herten as well as the Lower Mosel community, this core team led the software prototype from 1985 to 1989 until it was ready for use under the name PROSOZ .

The rights to this software were transferred to the newly founded PROSOZ-Institut Herten GmbH in 1989. The corresponding software products for municipal social benefits are market leaders in Germany to this day. PROSOZ Herten GmbH currently employs over 300 people.

Funded by the Federal Ministry for Economic Cooperation with GTZ as the implementing organization, a team of international and national experts in the office of Prime Minister of Turkey - Treasury - developed and implemented an IT-based debt management system for Turkey from 1992 to 1998 under Hasenritters leadership Application maturity. This system is still in use today and has made a substantial contribution to the consolidation of the Turkish national debt.
