The Kiener landfill - Upper Austria's contaminated site  O2 - was a 66,000 m³ landfill near Aichkirchen and Bachmanning on the edge of the Welser Heide , where hazardous waste was improperly deposited. It was renovated by 20 million euros by 2001 and for many years was the largest and most expensive remediation of contaminated sites in Upper Austria.

The Kiener landfill was located on the Bachmanninger border in the municipality of Aichkirchen, between Unterseling and Pisdorf .

Operation of the landfill

The approved landfill was created in a brick pit that was partially backfilled from 1979 to 1983. It was operated by the entrepreneur Herbert Kiener (Kieba-Bau-GmbH, Atlas Immobilienverwaltungsgesellschaft mbH). The facility was to house - and hazardous waste and for non erdölhältige bentonite sludges and cuttings approved, but was improperly filled. In some cases, no measures were taken to seal the sole.

In 1989, the public prosecutor's office in Wels was called in because of the suspected illegal deposits. a massive pollution of the groundwater was determined and the system was included in the contaminated site atlas of the Federal Environment Agency in 1991 with priority class II (number O2). At that time it was considered one of the most dangerous contaminated sites in Austria.

There is another contaminated site at the site, the heavy metal silos , which had been rehabilitated earlier through relocation.

Redevelopment

The redevelopment notice to the operator could not be enforced. At times there was also talk of replacing the reasons for setting up a state hazardous waste dump. Ultimately, after lengthy legal disputes, the redevelopment was ordered in 1996, and the operator went bankrupt in 2000. Therefore, the landfill had to be rehabilitated at the expense of the Republic of Austria. The municipality of Aichkirchen was able to purchase the area for around € 62,000 (850,000 Schillings ) through subsidies  so that it did not go to the shareholders of the insolvent company. The renovation contract was awarded to ASA  Upper Austria (today the FCC Group ).

In 1998 work on the remediation began, the partially covered landfill was cleared from February 1999 to October 2000, and the soil was decontaminated. and the dismantling and recultivation of the land completed in June 2001. During the dismantling, more than 2,200 barrel remains were recovered, 20,000 tons of waste were removed and around 7,500 m³ of surface water was purified. The total renovation costs amounted to around € 19.58 million (S 270 million).

He found massive mineral oil , CHC and BTEX pollution, especially tri- and dichloroethene , as well as LHKW (degreasing agents and solvents). From 2002 the HKW concentrations fell, and in 2008 the values ​​were again within the permissible limit values. The CHC pollution is still very high, but it is a local residual pollution that should no longer spread.

Today the area is designated as an industrial building area, but not yet built over.
