Kōichirō Matsuura ( Japanese 松浦 晃 一郎 , Matsuura Kōichirō ; born September 29, 1937 in Tokyo ) is a Japanese diplomat . From 1999 to 2009 he was Director General of the United Nations Education, Science and Culture (UNESCO).

He studied law at the University of Tokyo from 1956 to 1959 and economics at Haverford College (Pennsylvania) from 1959 to 1961 . He has been a diplomat in the Japanese service since 1959. From 1994 to 1999 he was the Japanese ambassador to France and (at the same time) Andorra and Djibouti. From 1998 to 1999 he was chairman of the committee for the World Heritage ( World Heritage Committee ).

Since 1990 he has written several works on diplomacy, environmental protection and politics.

From 2000 to 2008 he was a member of the jury for the International Nuremberg Human Rights Prize .
