The Criminological Research Institute Lower Saxony (KFN) in Hanover is a non-university research institute sponsored by a registered association . It was founded in 1979 by the then Lower Saxony Minister of Justice, Hans-Dieter Schwind . The headquarters are in the List district near Welfenplatz .

According to its own account, the purpose of the institute is to conduct and promote practice-oriented criminological research as an independent research facility . From 1988 to 2015 - with interruptions from 2000 to 2003 - it was headed by Christian Pfeiffer ; there are also five further full-time academic positions and further third-party funded positions. Pfeiffer's sister Regine is employed as a freelancer. For its basic funding, the KFN receives funding from the Lower Saxony Ministry for Science and Culture .

The KFN cooperates with several institutions in Germany such as the Criminological Central Office in Wiesbaden and the Max Planck Institute for Foreign and International Criminal Law . The interdisciplinary institute has produced fundamental research results in the field of criminology in its forty-year history. For example, the institute researched the connection between school absenteeism and crime prevalence . The employed scientists are mainly lawyers, psychologists, sociologists, educators and media scientists.

In the past, the institute has regularly commented on gun law and the gun law in Germany .

Church inquiries

On June 20, 2011, the German Bishops' Conference unanimously passed the resolution that church employees under the supervision of a KFN team, consisting of retired public prosecutors and judges, would search the files of church institutions for evidence of sexual assault (see also Sexual Abuse in the Roman Catholic Church ). Due to opposition from the priesthood and the withdrawal of three dioceses, the project was not yet implemented by December 2012. On January 8, 2013 it became known that the German Bishops' Conference had terminated the contract on the criminological study on abuse in the Catholic Church due to differences with the Criminological Research Institute of Lower Saxony (KFN).
