Hans-Dieter Raiko Schwind (born May 31, 1936 in Tokyo ) is a German lawyer , criminologist and politician ( CDU ). He is best known as the author of a practice-oriented introduction to criminology , the 23rd edition of which appeared in 2016.

Life

After studying law in Hamburg and Munich, where he passed the first and second state exams and received his doctorate under Rudolf Sieverts in 1966 , Schwind became a research assistant in Göttingen . In 1974 he was appointed to the chair for criminology , penal system and criminal policy at the Faculty of Law of the Ruhr University Bochum , which he held until his retirement in 2001.

In 1978 he was appointed Minister-President of Lower Saxony , Ernst Albrecht, as Minister of Justice . He held this office until 1982. During this time he founded the Lower Saxony Criminological Research Institute . During his tenure, the Celler Loch was blown up ; however, the affair did not become public until 1986.

Today, Schwind is, among other things, chairman of the “Prevention” advisory board at the White Ring , President of the Board of Trustees of the German Foundation for Crime Prevention and Criminal Assistance (DVS) and an honorary professor at the University of Osnabrück . Here he (with others), in addition to his usual regular lectures, organizes an annual lecture series with prominent speakers. Among them were a BKA president, several LKA directors, Europol director Max-Peter Ratzel , GSG 9 founder and head of operations in Mogadischu Ulrich Wegener and the kidnapping victim Richard Oetker . Furthermore, Schwind is the editor and author of numerous legal and criminological publications. From 1984 to 1989 he was President of the German Criminological Society (DKG) and from 1987 to 1990 Chairman of the (Anti) Violence Commission of the Federal Government.

He is a lieutenant colonel in the Bundeswehr reserve.

Focus of practical and scientific work

Schwind has a broad research area in teaching and research: assistance to the released, dark field research (especially at the Ruhr University Bochum, there also close cooperation with Hermann Korte ), criminal geography, criminology of the under-gifted. Publication in the field of criminal law, criminal procedural law, criminology and the law of the prison system.
