The state governor is the deputy of the governor of Vorarlberg in the Vorarlberg state government . Barbara Schöbi-Fink has held this office since the state government Wallner III was sworn in on November 6, 2019 .

Historically, at the time of the authoritarian corporate state, the deputies of the governors were named provincial governors in all federal states.

history

Originally, governors were imperial officials appointed by the monarch to administer the crown lands in the centralized Austrian Empire . After the end of the monarchy, the two-way administration between governor and governor was abolished, the post of governor was removed and the governor was given a deputy.

In Vorarlberg, on the other hand, the title of deputy governor was replaced on July 30, 1923 by that of provincial governor and still refers to the deputy governor today. During the Austro-Fascist dictatorship under Federal Chancellors Engelbert Dollfuß and Kurt Schuschnigg , the office of governor was introduced nationwide for the deputy governor with the May constitution .

After the restoration of the Republic of Austria after 1945, all federal states except Vorarlberg returned to the original designation of Deputy Governor.

tasks

Like the provincial governor's deputy in the other federal states, the provincial governor in Vorarlberg is appointed to represent the provincial governor in his entire business area. Article 43 paragraph one stipulates:
"If the governor is prevented from doing so, the rights and obligations to which he is entitled shall pass to the governor, unless otherwise stipulated by the constitution."

The governor is also a regional councilor with his own department. Since 1945, with the exception of the legislative period of the Vorarlberg Landtag between 1999 and 2004, in which the FPÖ provided the governor, the office has been held by ÖVP officials .

If the governor is unable to do so, Article 43 paragraph two of the Vorarlberg state constitution provides that “his tasks, including those of a possible representation of the governor, are carried out by the member of the government appointed for this purpose by the state government” .
