Legation councilor is an official title in the foreign service in Germany. It is the entrance office in the higher foreign service. In the preparatory service , the service designation is Attaché or Attachée.

If a civil servant is accepted after completing the preparatory service, the attaché is appointed to the legation council. Promotion offices are Legation Council First Class ( short : LR I, salary group A 14 according to BBesO ), Lecturing Legation Council (VLR, A 15) and Lecturing Legation Council First Class (VLR I, BesGr. A 16 or B 3 ).

In the consular service, the promotion offices are Vice Consul, Consul, Consul First Class and Consul General.

Word origin and history

The word comes from Legation (embassy).

Legation councils already existed in Germany in the Prussian foreign service. The official title was then continued in the German Reich for the foreign service. A distinction was made between legation secretaries , legation councilors and lecturing councilors . The addition of lecturer referred to the level from which the legation councilor had the right to speak to the king or emperor in person.

At the headquarters of the Foreign Office, the legation councilor usually works as a consultant in a department , presenter legation councilors fulfill the function of deputy head of department, presenter legation councilors, first class, are employed at the central office as department heads and occasionally as sub-department heads (representatives).

If the civil servant is transferred from Germany to another country, he also bears the internationally customary title for his office there (embassy secretary, embassy counselor , envoy ); however, his internal title does not change in all cases.

The tasks assigned to the individual offices at embassies or consulates depend on the size of the diplomatic missions abroad and range, for example, for lecturers from legation councils, from lecturing at very large agencies to heads of units and departments at smaller ones, to ambassadors at small ones.
