Liu He (politician)
Liu He ( Chinese 刘 鹤 , Pinyin Liú Hè ; born January 25, 1952 in the city of Beijing ) is a Chinese communist politician and has been Vice Prime Minister of the People's Republic of China with responsibility for economics and finance since March 19, 2018 . In October 2017, he became a member of the 19th Politburo of the Communist Party of China . He is an economist and graduated from China People's University , Seton Hall University and Harvard University . He is considered a close confidante of President Xi Jinping .
Political career
Liu has supported Hu Jintao as an economic advisor. From 2011 to 2014 he was Vice Director of the State Council's Development Research Center . He was a member of the 18th Central Committee of the Chinese Communist Party from 2012 to 2017. Since 2013 he has been the vice director of the State Commission for Development and Reform, as well as the head of the finance and economic department and a member of the general office of the Standing Committee of the CPC Political Bureau. In October 2017, he was elected to the 19th Standing Committee of the CCP Political Bureau, where he continues to head the Finance, Economic and Secretariat. In March 2018 he became Vice Prime Minister.
Economic policy positions
During Liu's time at the State Council's Development Research Center, the concept for reforms up to 2020 was drawn up. In Liu's opinion, eight reform projects are prioritized: reform of the state apparatus, deepening the reform of monopoly industries, reform of the land management system, reform of the financial system, tax reform, reform of the management of state property, the development of a company-based innovation system and a reform of the foreign trade system. As part of the reform of the state apparatus, he advocates a clearer distribution of competencies between central and local governments and the elimination of arbitrariness by local governments; in this context he points out that the municipalities have to take responsibility for their debts themselves. According to Liu, an administrative reform of land runs the risk that the municipalities will not be able to repay their debts because they generate their income primarily through land leases. In his opinion, the rural household responsibility system ( Chinese 家庭 聯產承包 責任制 / 家庭 联产承包 责任制 , Pinyin Jiātíng liánchǎn chéngbāo zérènzhì ) for farmers must continue to exist for longer. The financial system harbors risks that occur particularly at the local level - said Liu. Liu has been cited as the current government's economic chief and is believed to want to implement economic reforms.
State enterprise reform
Liu would like to make state-owned companies more efficient and reform them similar to the model in Singapore. In the summer of 2018, he became politically active for the reform of state-owned companies in the PRC. At the CCP's 19th Convention in October 2019, Liu said that state-owned companies need to get bigger, better, and stronger.
Engagement in foreign trade
With regard to the foreign trade system, he calls for the Chinese service sector to be further opened up. He also advocates greater willingness to negotiate with other countries and supports the idea of institutions such as the WTO, with which China should, in his opinion, become more involved.
Liu He has been to the US several times as a negotiator to negotiate with US President Donald Trump over the trade conflict between the United States and the People's Republic of China . He is assigned responsibility for world trade within the Chinese government. In August 2019, Liu spoke out in favor of further negotiations in the escalating trade conflict with the USA. On January 16, 2020, Liu He and Donald Trump signed the so-called phase one agreement in Washington. This was the first partial agreement in the trade conflict between the United States and China. Liu told journalists that the deal would also benefit China's other trading partners. On April 17, 2020, Liu spoke by phone with Vice President of the EU Commission Valdis Dombrovskis to resume talks about an investment agreement , which had come to a standstill as part of the COVID-19 pandemic . It is assumed that he is now focusing on talks with the EU, as compromises in the trade dispute with the US are not visible.
