Lower Brule Lakota : Khulwíčhaša is an American settlement in Lyman County South Dakota . The settlement serves as the administrative seat of the Lower Brule Indian Reservation . It is the largest settlement in the reserve area. Lower Brule is not a municipality in the sense of American law, but a census-designated place - a “settlement area defined for statistical purposes”. The English name Lower Brule comes from the tribe of the Brulé - Lakota - Indians in Lakota Khul Wíčhaša Oyate , a subgroup of the Sicangu. Most of the residents speak Lakȟótiyapi . According to a census in 2000, the population was 599 people in 165 households. In 2010 the population was 613; 94.82% of them were members of the tribe. Located on the west bank of the Missouri, Lower Brule is known for fishing and hunting vacations. The Golden Buffalo Casino is located near the settlement .
